Overlap assumes a standard 9-to-5 working day on both sides. A city sharing your current offset gives the full 8 hours; every hour of difference trims one hour of overlap. Offsets are computed live for the date you choose, so daylight-saving shifts are included (a "DST" tag means that city is on summer time then). If you have gone fully async, ignore the overlap and optimise for something else.
