These come from 3 different sources, led by exteriores.gob.es (395), the UK Foreign Office's Find a professional service abroad (22) and the French embassy in Spain (6). A consular list records the language because the mission publishes it for its own citizens, which is why French turns up in 9 countries rather than only where French is spoken.

Every one of these sits on an official list, the strongest tier this directory carries.

Where we have nothing

We list translators in 28 further cities with no French speaker recorded, among them San Sebastián (18), Toledo (14), Ronda (10) and Segovia (8). That is a gap in what has been published, not proof that nobody there works in French.
