Where these came from

These come from 33 different sources, led by the Polish Ministry of Justice (409), the Romanian Ministry of Justice (289) and Norway's national interpreter register (IMDi) (119). A consular list records the language because the mission publishes it for its own citizens, which is why Russian turns up in 35 countries rather than only where Russian is spoken.

Every one of these sits on an official list, published by a body with nothing to sell.

Where we have nothing

We list translators in 217 further cities with no Russian speaker recorded, among them Granada (140), Las Palmas (137), Alicante (120) and Porto Alegre (118). That is a gap in what has been published, not proof that nobody there works in Russian.

Does a listing mean the translator speaks Russian personally?

Not always. Some sources name a practice whose staff include a Russian speaker rather than the named person, and each card quotes the wording its source used.
