These come from 2 different sources, led by exteriores.gob.es (20) and the UK Foreign Office's Find a professional service abroad (12). A consular list records the language because the mission publishes it for its own citizens, which is why Russian turns up in 7 countries rather than only where Russian is spoken.

Every one of these sits on an official list, the strongest tier this directory carries.

Where we have nothing

We list translators in 50 further cities with no Russian speaker recorded, among them Granada (140), Las Palmas (137), Alicante (120) and Palma de Mallorca (53). That is a gap in what has been published, not proof that nobody there works in Russian.
