These come from 17 different sources, led by the UK Foreign Office's Find a professional service abroad (35), a German diplomatic mission (16) and a German diplomatic mission (12). Consular lists are the reason a language turns up far from where it is spoken: a mission publishes the doctors and lawyers its own citizens can talk to, which is a language claim someone else made in public and we can point at.

101 of the 107 sit on an official list. The rest rest on the provider saying so, or on a directory that says it of its whole roster, which is a weaker claim and is labelled as such on every card.
