These come from 2 different sources, led by exteriores.gob.es (17) and the UK Foreign Office's Find a professional service abroad (12). A consular list records the language because the mission publishes it for its own citizens, which is why Portuguese turns up in 8 countries rather than only where Portuguese is spoken.

Every one of these sits on an official list, the strongest tier this directory carries.

Where we have nothing

We list translators in 49 further cities with no Portuguese speaker recorded, among them Granada (140), Las Palmas (137), Alicante (120) and Seville (61). That is a gap in what has been published, not proof that nobody there works in Portuguese.
