Where these came from

These come from 9 different sources, led by the Romanian Ministry of Justice (4), exteriores.gob.es (2) and the Czech Ministry of Justice (2). A consular list records the language because the mission publishes it for its own citizens, which is why Catalan turns up in 7 countries rather than only where Catalan is spoken.

Every one of these sits on an official list, published by a body with nothing to sell.

Where we have nothing

We list translators in 313 further cities with no Catalan speaker recorded, among them Madrid (767), São Paulo (763), Oslo (652) and Vienna (410). That is a gap in what has been published, not proof that nobody there works in Catalan.

Questions

How many Catalan-speaking translators does this page list?
16, in 9 cities. That is the number whose working language we can trace to a published source.
Where are most of them?
Bucharest with 4, Barcelona with 3 and Prague with 2. Together that is 56% of the page.
Does a listing mean the translator speaks Catalan personally?
Not always. Some sources name a practice whose staff include a Catalan speaker rather than the named person, and each card quotes the wording its source used.
