Where these came from

These come from 17 different sources, led by a United States embassy or consulate (57), a German diplomatic mission (13) and the French embassy in Spain (8). Consular lists are the reason a language turns up far from where it is spoken: a mission publishes the doctors and lawyers its own citizens can talk to, which is a language claim someone else made in public and we can point at.
