Where these came from

These come from 8 different sources, led by the Romanian Ministry of Justice (9), Norway's national interpreter register (IMDi) (3) and the Polish Ministry of Justice (2). A consular list records the language because the mission publishes it for its own citizens, which is why Hindi turns up in 8 countries rather than only where Hindi is spoken.

Every one of these sits on an official list, published by a body with nothing to sell.

Where we have nothing

We list translators in 313 further cities with no Hindi speaker recorded, among them Buenos Aires (3327), Madrid (767), São Paulo (763) and Rosario (593). That is a gap in what has been published, not proof that nobody there works in Hindi.

Questions

How many Hindi-speaking translators does this page list?
20, in 9 cities. That is the number whose working language we can trace to a published source.
Where are most of them?
Bucharest with 9, Oslo with 3 and Zagreb with 2. Together that is 70% of the page.
Does a listing mean the translator speaks Hindi personally?
Not always. Some sources name a practice whose staff include a Hindi speaker rather than the named person, and each card quotes the wording its source used.
