Where these came from

These come from 5 different sources, led by the French embassy in Spain (97), the French embassy in Portugal (2) and baravisabali.com (1). A consular list records the language because the mission publishes it for its own citizens, which is why French turns up in 4 countries rather than only where French is spoken.

99 of the 102 sit on an official list; the rest rest on the provider saying so or on a directory listing, which is a weaker claim and is labelled as such on each card.

Where we have nothing

We list lawyers in 192 further cities with no French speaker recorded, among them Paris (111), Istanbul (44), Athens (35) and Oslo (33). That is a gap in what has been published, not proof that nobody there works in French.
