Where these came from

These come from 4 different sources, led by educacion.gob.es (59), the French Ministry of Education (22) and berlin.de (6). A consular list records the language because the mission publishes it for its own citizens, which is why Spanish turns up in 10 countries rather than only where Spanish is spoken.

Every one of these sits on an official list, published by a body with nothing to sell.

Where we have nothing

We list schools in 240 further cities with no Spanish teaching recorded, among them Seville (121), Málaga (102), Granada (77) and Almeria (42). That is a gap in what has been published, not proof that nobody there teaches in Spanish.
