Where these came from
These come from 7 different sources, led by the Victorian Legal Services Board + Commissioner (191), the Czech Bar Association (13) and the Rechtsanwaltskammer Düsseldorf, the statutory bar of the Düsseldorf district (2). A consular list records the language because the mission publishes it for its own citizens, which is why Vietnamese turns up in 7 countries rather than only where Vietnamese is spoken.
208 of the 210 sit on an official list; the rest rest on the provider saying so or on a directory listing, and each card says which.
Where we have nothing
We list lawyers in 493 further cities with no Vietnamese speaker recorded, among them Vilnius (552), Košice (421), Freiburg (340) and Tbilisi (314). That is a gap in what has been published, not proof that nobody there works in Vietnamese.
